What does this mean?

Dulcey Heller designed this bracelet to challenge herself to use an unusual material. While seeking inspiration at her local hardware store, pulling out drawer after drawer of nuts and bolts, she came across these black rubber rings. Intended to protect insulated wire from sharp metal edges, the grommets’ grooves are perfect channels for beads!
This project requires the following materials:
Seed beads, rubber grommets, shank button, thread. Please see project for complete materials list.
This project required the following techniques and tools:
Tools Required: Beading needle, scissors, file or sandpaper
Techniques Used : Netting
